Definition: The DAC definition of aid to health includes both “basic health” and “health, general”. The former covers basic health care, basic health infrastructure, basic nutrition, infectious disease control, health education and health personnel development. The latter covers health sector policy, planning and programmes, medical education, training and research, and medical (non-basic) health services. Population policies/programmes and reproductive health comprise a separate sector from 1996 onwards. CRS Aid Activity data on aid to health (including reproductive health) are presented hereunder through current information.

Note: The definition of aid to health excludes aid to other sectors which may have direct or indirect effects on health status, e.g. water and sanitation. Metadata: The CRS Aid Activity database is estimated to cover 75-80 % of DAC countries’ bilateral ODA to health in the 1990s. The 20% data gap mainly relates to technical co-operation activities by France, Germany and Japan. France and Germany both started reporting on their TC in 1999, which brought the coverage to over 90%. Japan started reporting on TC in 2003, since when the coverage is complete.

HIV/AIDS:

Definition: The DAC defines aid in support of HIV/AIDS control as all activities related to sexually transmitted diseases and HIV/AIDS control (e.g. information, education, communication, testing, prevention, treatment and care) and all activities related to social mitigation of HIV/AIDS (special programmes to address the consequences of HIV/AIDS, e.g. social, legal and and economic assistance to people living with HIV/AIDS).
