Table 1: Non-employment among young women, older workers and disabled, a low level of education as a common factor

Persons with low educational attainment (less than upper secondary school qualifications) are significantly over-represented among the non-employed in virtually all OECD countries. The disparity is most marked for younger women, but is also the case for older workers and for persons with disabilities. In addition to the specific barriers to employment that these three different groups may face, low skilled workers also often experience an insecure employment status (see table 3.A1.1. in the publication).
