At the Third High Level Forum on Aid Effectiveness (Accra, 2008) it was acknowledged that more consolidated and coherent international actions will be required on priority peacebuilding and state building objectives, both as the preconditions for achieving the MDGs and as a realistic measure for demonstrating progress over time. As a result of Accra, an “…international dialogue on peacebuilding and state building” was initiated in 2008 by various donors and partner countries. The process, which is not hosted by the OECD but substantively supported by the INCAF Secretariat, will enable partner countries to articulate their priority peacebuilding and statebuilding concerns, including bottlenecks for effective international assistance. Views from partner countries will be collected by the INCAF and analysed. The objective of the dialogue is to facilitate an open and constructive exchange on critical topics related to peacebuilding and state building. More specifically, the dialogue will facilitate:

sharing of country-level peacebuilding and statebuilding experiences in fragile and conflict-affected situations;

discussion and agreement on fundamental principles and good practices on for how international actors can better support nationally driven peacebuilding and statebuilding;

an improved understanding of key peacebuilding and statebuilding priorities and challenges in view of agreeing on a limited and realistic set of international objectives.
The dialogue will aim to enable partner governments, development partners and civil society to increase the coherence, focus and impact of their development assistance. It is co-led by a senior representative from a partner and OECD country.
