The objectives of the Working Party on Aid Effectiveness are to ensure that:

Donors and partner countries meet their Paris and Accra commitments by 2010, and

In doing so, deliver an account for development results at country level.
In order to achieve these objectives, the Working Party will rely on the expertise of dedicated groups focusing on priority issues where further work is needed to advance commitments in the Paris Declaration and the Accra Agenda for Action and pave the way to the 4th High-Level Forum: the clusters.
The Working Party is organised in 5 clusters :

Cluster A: Ownership and Accountability. Focusing on issues such as Domestic Accountability, mutual accountability at country and international level, broad-based ownership, capacity development practices and systems in place.

Cluster B: Country Systems. Assessments on quality, increased use, capacity for strengthening, and accountability of country systems.

Cluster E: Managing for Development Results. MfDR assessment tools, good practice and guidance, result reporting, communities of practice
