Institutional Development for Compliance Assurance in Georgia

The objective of this project, financed by the Netherlands and Norway, is to support the start-up phase of the Environmental Inspectorate functioning in Georgia. So far, the following progress was made:

The Strategic Plan of the Inspectorate was produced as a result of a consensus-based process and integrated best international practice. This is a first strategic document, developed by an environmental enforcement agency in the EECCA region. The plan was translated into Russia for dissemination in the EECCA region.

On-Site Visit Procedure for the Environmental Inspectorate was developed and formally approved by the Ministry of Justice of Georgia. This regulation transposes the EU Recommendation on Minimum Criteria for Environmental Inspection. The regulation was translated into Russian for dissemination in the EECCA region.

A Code of Conduct for Managers and Staff Members of the Georgian Inspectorate for Environmental Protection was drafted and is under consideration for official approval;

A Manual for Environmental Inspectors, based on the OECD/EAP Task Force Toolkit for environmental inspectors was developed and its publishing in Georgian is being arranged;

A brochure for the regulated community that explains the mission, rights, and powers of the Inspectorate was published and is being disseminated. The publication is available in Georgian only, but the text of the brochure exists in English version as well.

Currently, under development are the internal regulation on industry profiling, the methodology for priority setting, and recommendations for compliance promotion.
