First Volume of the PDG Experts' Series Published

 

The first volume of the PDG Experts' Series, titled "Bridging State Capacity Gaps in Situations of Fragility" has been published and was distributed at the 3C Conference in Geneva, 19-20 March 2009.

 

 

About the Publication

The ability to deliver essential public services and government functions is a prerequisite for well-functioning, legitimate states. It is also a necessity if states are to meet the most basic needs of their citizens while maintaining security and stability, bringing in foreign direct investment, pursuing poverty reduction objectives and strengthening governance. Established in 2007, the aim of the Partnership for Democratic Governance is to reinforce the capacity of states in fragile and post-conflict ituations to build democratically accountable institutions and improve access to key services for their citizens.

 

This first volume of the PDG Experts’ Series investigates whether using technical assistance in core government functions and services has been conducive to capacity development. Each case study (Afghanistan, Haiti, South Sudan and Timor-Leste) identifies specific bottlenecks and successes and aims to find new ways of thinking about the use of interim personnel for service delivery in core government functions.
