OECD Workshop on Urban-Rural Linkages

In the context of the ongoing regional policy debate the Workshop on Urban-Rural Linkages* took place on 30 November at the OECD Conference Centre in Paris. The debate addressed ways to exploit a new analytical framework to assess urban and rural linkages. Discussants considered a broader range of interactions between urban and rural areas in an attempt to overcome the current “silo” approach. This first joint seminar focused on two core governance issues: land use and water.

 Issue questions:

  • As competing rural-urban uses may well add up to more land than is available; will markets adjust to allow security of delivery of the essentials of life?
  • Are there any governance arrangements that are able to deliver the most effective outcomes in the global (urban and rural) interest? If not, what kind of governance device should put in place to assure a sustainable use of land?

 Second panel – Better water governance across urban and rural areas

 Issue questions:

  • To what extent are the coordination and capacity gaps analysed in the synthesis report acute in represented countries, rural and urban areas?
  • Are the proposed OECD recommendations for sustainable governance of water policy relevant to your country?
  • To what extent can some governance tools (agencies, inter-municipal collaboration etc.) help overcome fragmentation between rural and urban areas, and adapt to environmental constraints?
  • How will changing water governance structures affect the relative availability of water for urban, rural and environmental uses?
