Canadian national, and Ph.D. in Labour Economics, Dr. Abrar Hasan has been Head of Education and Training Policy Division in the Directorate for Education, OECD, since 1994. From 1991-1994, he headed the Central Analysis Division in the Directorate for Employment, Labour and Social Affairs, OECD.
The Directorate’s mission is to assist Members and Partners in achieving high quality lifelong learning for all that contributes to personal development, sustainable economic growth and social cohesion.
The Directorate’s current programme is organised under six strategic objectives: 1) Connecting lifelong learning policy with other social and economic policies; 2) Evaluating and improving outcomes of education; 3) Promoting quality teaching; 4) Rethinking tertiary education in a global economy; 5) Building social cohesion through education; and 6) Building new futures for education.
Mr. Hasan’s current field of responsibility involves directing comparative policy analyses in education policy areas ranging from early childhood education to adult learning. He is responsible for the current OECD education programme comprising single country reviews of education policy (Denmark, Ireland and Turkey); cross-country thematic reviews (early childhood education and care; tertiary education; equity in education; adult learning; teachers’ policy); policy analytical work (qualifications systems and their impact on lifelong learning; financing of lifelong learning), and a publications programme that includes the annual publication Education Policy Analysis.
Mr. Hasan has been working with the OECD since 1983. Prior to joining the Organisation, he was a Senior Economist with the Economic Council of Canada (1975-1983) and Head of Policy Analysis Division with the Unemployment Insurance Commission, Government of Canada (1973-1975). He also lectured at the University of Illinois, Chicago Campus (1971-1973).
Mr. Hasan pursued his post-graduate studies at the University of British Columbia, Canada, Queen’s University, Canada and the University of Chicago, United States. He has published articles and monographs and directed studies on topics related to education, labour economics, technology and work organisation. Among his recently published directed studies for the OECD are: Reviews of National Policies for Education: Tertiary education in Switzerland (2003), Beyond Rhetoric: Adult Learning Policies and Practices (2003), and Starting Strong: Early Childhood and Education Care (2001).
