Roundtable on Procurement Policy Reform with Mexico’s Energy Sector

 

   

 

The OECD has recently concluded two roundtable discussions in Mexico City with leading representatives of Petróleos Mexicanos (PEMEX), and the Comisión Federal de Electricidad (CFE), as well as with procurement leaders in major energy companies from OECD countries. In the presence of Mexico’s Undersecretary of Hydrocarbons, Mr. Mario Gabriel Budebo, and the Undersecretary of Electricity. Mr. Jaime González Aguadé, the roundtables provided a forum to share and compare experiences in procurement strategies, systems and processes.

 

These roundtables were completed in the context of the ongoing OECD review of procurement systems of PEMEX and CFE. Over the last few months, the OECD has been assessing together with these agencies in Mexico their procurement systems against the OECD Recommendation on Enhancing Integrity in Public Procurement, and benchmarking them with similar public organisations in other OECD countries. This work supports decision makers in strengthening the standards of transparency, accountability and effectiveness in Mexican public agencies.

 

The purpose of the recent roundtables were to discuss preliminary findings from OECD research and analysis, and to provide a forum to compare and share experiences in procurement reform. These roundtable allowed leading procurement policymakers in PEMEX and CFE to meet with procurement leaders from other major energy companies in OECD countries, and with OECD experts in an open and constructive policy debate. Also in attendance were representatives from the Ministry of Energy (SENER).

The reviews will be completed by the end of 2011 with the delivery of final reports for each organisation. The final publications will cover challenges in the whole procurement cycle, from needs analysis to contract delivery and management.
