Indicator 2b: Reliable Procurement Systems

Indicator 2b assesses the degree to which existing procurement systems adhere to broadly accepted good practices or there is a reform programme in place to promote improved practices.

 

Data for Indicator 2b was not included in the previous monitoring survey in 2006 as the methodology to assess 2b has not been made available at that time. Since then, the OECD-DAC Joint Venture on Procurement (JV-PROC) has developed and field tested the “Methodology for the Assessment of National Procurement Systems” to self-assess the quality and performance of procurement systems.

 

The Joint Venture on Procurement has been piloting the methodology with 22 partner countries, of which many will take part in the 2008 Survey on Monitoring the Paris Declaration exercise.
