A Workshop held in 1999 on regulatory reform in international air cargo transport concluded that the industry, as part of a transportation chain, must meet the needs of shippers and cargo owners. As different categories of air cargo providers do not always operate according to the same regulatory regime, regulatory reform should seek to establish a regime that allows for meeting market needs.

A second Workshop in 2000 considered liberalisation and regulatory reform in terms of the facilitating improved services to users. It sought to address the need for a balance between objectives of Member countries and interests of operators and their workforces, users and other parties. The OECD offered practical suggestions to this end and is to explore new approaches.

Participants considered the current outlook for the air cargo industry and reviewed the scope and content of instruments that would allow the liberalisation of air cargo services -- a Bilateral Protocol to existing air service agreements and a possible Multilateral Agreement. The OECD Secretariat's documentation will be published later in 2002.
