Whole-of-Government Approaches to Public Finance Management in Fragile States

This meeting on Whole-of-Government Approaches to Public Financial Management in Fragile States is organized by the French Ministry of Foreign Affairs and the Australian Agency for International Development (AusAID), with support from the French Ministry of Finance and Development Agency (AFD), and the Australian Department of the Treasury and Department of Finance. It will be held at the French Ministry of Finance in Paris on 17-18 March 2008.  

 

This will be one of three thematic conferences to provide guidance on conducting whole of government approaches in fragile and conflict affected countries.  The outcomes of these Thematic Meetings will be presented at the OECD/DAC High Level meeting in May 2008.

 

The two other Thematic Meetings  are:


• Diplomacy, Development and Integrated Planning in Fragile States hosted by Norway, 11-12 February 2008 in Oslo

• Security System Reform, hosted by the Netherlands, 9-10 April 2008 in The Hague

 

Supporting state institutions from the outside involves an increasingly complex set of professionals, often drawn from the public sector in OECD countries and financed by donors. Professionals are drawn from finance and central banking, tax, customs, and audit amongst other areas, and a whole-of-government approach is needed to ensure these skills are delivered appropriately so that institutions are supported in sustainable ways and that local political realities are taken into account.

The Whole-of-Government Approaches to Public Finance Management in Fragile States meeting will provide a stimulating forum that will distil the diverse experience and perspectives of whole of government officials from DAC member countries who are working on public financial management issues in fragile states.
