CERI - Objective 1: To develop and analyse education statistics and indicators

In co-operation with other parts of the OECD, to develop better measures of human and social capital, explore further the link between human and social capital, and the returns from investment in human capital.

A major report (The Well-Being of Nations: the Role of Human and Social Capital) was published on 10 May. The next step will be to build on this report through a new programme of work which will identify activities where the OECD can exploit its comparative advantage in international comparisons, and deliver outcomes of value to policy-making and research in Member countries.

For 2002 we envisage: a high-level policy seminar on social capital to be organised in conjunction with a Member country; a report to committees, using IALS and possibly PISA data, to explore the links between human capital and community participation; an international meeting for those involved in social capital surveys, seeking to agree a common core module of questions on social capital; follow-up to the Economic Outlook chapter mentioned above, to further explore the role of human capital in economic growth, and the cost-effectiveness of investment in such growth.
