The European Union, Southern Africa, and Economic Partnership Agreements: a Policy Case for Overcoming the Impasse - Paris, 21 June 2007

The OECD Development Centre and the European Centre for International Political Economy (ECIPE) are organising a seminar led by Mr Peter Draper, Senior Fellow, ECIPE, and Research Fellow of the South African Institute of International Affairs (SAIIA).

At a time when negotiations between the EU and ACP countries on the Economic Partnership Agreements that are due to replace the current Cotonou Agreements are at a critical juncture, Mr Draper will outline the key trade-related development challenges faced by African countries, give his assessment of how far the current EPA process responds to them and suggest possible ways of moving out of the current impasse.

Lead speaker: Pr. Peter Draper, Senior Fellow, ECIPE, and Research Fellow of the South African Institute of International Affairs (SAIIA).
Mr. Draper's areas of expertise are trade policy and trade negotiations, particularly those relating to the Southern African region and South Africa's bilateral ties with key trading partners. A former Head of the Department of Economics and Economic History at the University of Durban-Westville, Mr. Draper has occupied a variety of roles at the South African Department of Trade and Industry, managing consecutively: South Africa’s economic relations with Japan and other east Asian countries; the Mercosur desk; and Economic Analysis and Research in the Trade Policy division.


Discussants: Messrs Franco Conzato, Counsellor, EU Delegation to the OECD & Henri-Bernard Solignac Lecomte, Head of Policy Dialogue, OECD Development Centre, will serve as lead discussants.
