The LEED Programme

The OECD Local Economic and Employment Development Programme (LEED) was created in 1982 on the initiative of France and Italy, to stimulate employment at the local level through the implementation of active employment policies favouring self-employment and enterprise creation. Each member country appoints a delegate to the LEED Directing Committee, which meets twice a year to discuss LEED ongoing and future work. Current members include:

Australia, Austria,  Belgium, Canada, Chile, Czech Republic, Denmark, Finland, France, Greece, Hungary, Ireland, Italy, Japan, Korea, Latvia, Lithuania, Luxembourg, Mexico, New Zealand, Norway, Poland, Portugal, Romania, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Turkey, United Kingdom, the United States, the European Commission, the World Bank, the European Bank for Reconstruction and Development (EBRD), together with the Central European Initiative (CEI), the Inter-American Development Bank, and the Andean Development Corporation (CAF)

The LEED Partners Club Network

The LEED Partners Club Network (LPCN) is another channel of resources and expertise for the LEED Directing Committee.  The LPCN began very informally with just a handful of partners in 1990. Over time, contacts became more regular and a real demand emerged for a membership association with more formal links to the OECD work. With a membership of over 100 partner institutions, the LPCN has become LEED’s worldwide network of regional and local governments, development agencies, universities and foundations. Membership of the Partners Club allows partners to participate in the activities of its four consultative fora, created to reflect the different interests of LEED Partners and to reinforce the activities of the LEED Programme.  Moreover, other benefits are conferred by membership in the LEED Programme’s Partners Club, such as:

  • The possibility of being associated with LEED’s innovative, cutting-edge studies. LEED is currently carrying out several international comparative studies on concrete issues related to economic and employment development to analyse, on the ground, policies and practices in different countries and regions;
  • Privileged access to the expertise of the LEED Programme and the OECD secretariat. The LEED Programme is part of the OECD’s Centre for Entrepreneurship, SMEs and Local Development, a focal point for the OECD's work on these issues;
  • Access to LEED’s international network of experts. LEED is a cooperative action programme which involves its networks of delegates, partners, researchers and practitioners in each of its activities: study tours, case studies, conferences, seminars and workshops;
  • Specialised counselling services on improving contacts across the OECD. The LEED Partners Club is a network and open platform for exchange of practices and know-how between the OECD and its members, among the members themselves, and between them and other national and regional organisations;
  • In addition, Partners receive all the LEED Programme publications for free and have access to other OECD publications via a free annual subscription to Source OECD. Members also receive regular updates on LEED’s activities, and the activities of the CFE through the bias of newsletters.

An annual membership fee is fixed on an individual basis and ranges from EUR 5 000 to 20 000.
