| Who really owns development policies? |
|
Developing-country ownership is a condition for effective development finance. So why are governments and donors having such a hard time putting the principle into practice? In September, we asked more than thirty experts from developing countries to lead a thought-provoking discussion on this question. They agreed that policy makers ought to put more trust in local knowledge and home-grown ideas. However, they were far from unanimous about the future of the Paris Declaration on Aid Effectiveness.

Finding the story in aid effectiveness and results
Directors of communication and public affairs in aid agencies have a tough job. They want to tell stories about effective aid, but know that their colleagues in policy, monitoring and evaluation departments are still struggling to measure the results of aid programmes. At their Annual Meeting, DAC Development Communicators discussed how they could reach out to colleagues in other departments, lobby their management to mainstream communications, and improve their use of new media.

Building a successful public-private dialogue (PPD) requires much more than legal procedures and administrative structures. Dialogue and compromise are necessary for governments to learn about the private sector's problems and adjust policies to foster its growth and development. This study addresses the obstacles to effective PPD in low-income countries, with a special focus on sub-Saharan Africa. (more...)

Does China Actually Improve Debt Sustainability in Africa? |
|
In a new G24 Policy Brief, Development Centre Counsellor Helmut Reisen argues that China is actually improving debt ratios in Africa by stimulating exports, infrastructure investment and growth. He sees no evidence of China “free riding” on debt relief by OECD donors, as the bulk of its lending goes to resource-rich countries that did not benefit from debt relief. (more...)
