116th meeting of the Participants to the Arrangement on officially supported export credits held on 13 (pm) – 14 (am) April 2011, OECD, Paris

  1. The Participants to the Arrangement on Officially Supported Export Credits met at the OECD Conference Centre, Paris, on 13 (pm) – 14 (am) April 2011; the meeting was chaired by M. François de RICOLFIS (France) and Ms. Mariane SØNDERGAARD-JENSEN (Denmark).
  2. The Participants to the Arrangement welcomed non OECD countries who provide official export credits and who were participating in the meeting as ad hoc observers: Brazil, the People’s Republic of China, the Russian Federation and South Africa.
  3. The main issues for discussion were export credits in the context of:
    • The global financial crisis and a review of measures taken by Members at a national level in respect of their official export credit programmes.
    • Climate change mitigation and greenhouse gas emissions. The Participants to the Arrangement considered the international policy framework in which their discussions were taking place and agreed to consider further both the possible objectives for export credits and the corresponding financial terms and conditions that might be included in the proposed Sector Understanding on Export Credits for Climate Change Mitigation and Water Projects.
    • The Arrangement on Officially Supported Export Credits. The Participants to the Arrangement discussed the proposals for incorporating the recently agreed changes to the rules on minimum premium for officially supported export credits into the text of the Arrangement: as previously announced, these new rules will come into effect on 1 September 2011.
  4. The Participants to the Arrangement also discussed recent developments relating to tied and untied aid, including a report from the Development Assistance Committee (DAC), G20 developments concerning export credits, the work of the country risk experts, and the Ships Sector Understanding.
  5. The next meeting of the Participants to the Arrangement will take place in the week of 20 June 2011.
