These assessment reports are produced by Sigma, at the request of the European Commission, as a contribution to the Commission's Progress Reports on EU candidates and potential EU candidates and to its programming of technical assistance. Sigma's reports are also intended to provide partners with inputs to their own reform activities. The assessments are conducted against sectoral baselines that Sigma has developed with the Commission.
Sigma's assessments cover seven sectors: public service and the administrative legal framework, policy-making and co-ordination capacities, public expenditure management, public procurement, public internal financial control (PIFC), external audit, and the public integrity system. Each year the Commission prioritises the sectors to be assessed. The assessment reports are organised by partner/sector/year and we have included, for each partner, the last two assessments completed.
