Organisation for Economic Co-operation and Development (OECD), Directorate for Science, Technology and Industry (DSTI), Committee for Scientific and Technological Policy ( CSTP)

The Netherlands Ministry of Education, Culture and Science and the OECD jointly organised a high-level international conference on the "Global Research Village" in Amsterdam on 6-8 December 2000. The objective of the Conference was to examine the use of information and communication technologies (ICT) to facilitate access to publicly financed research so as to identify possible obstacles met in this respect and to work towards the development of recommendations to overcome them. The Conference brought together ministers responsible for scientific research, leading industry and public research representatives, researchers from universities and scientific institutes, and policy makers.

The Amsterdam Conference built on earlier conferences on the "Global Research Village" held in Denmark (1996) and Portugal (1998) and examined new challenges to science policy arising from the necessity to realise the outstanding opportunities offered by ICT in respect of access to publicly financed research. Speakers from the public and private sectors presented ICT-related innovations and their visions of the future in areas such as research infrastructures, genetic research, scientific communications and science policy. Parallel sessions provided speakers and participants with the opportunity to engage in an in-depth discussion of the ICT-related aspects of access to advanced ICT infrastructures, of sharing research resources and information, and of access to and dissemination of knowledge.
