5th Regional Working Group Meeting on Civil Service and Integrity

The OECD and the Ministry for Modernisation of Public Sector in Morocco held its 5th regional meeting of the MENA Working Group on Civil Service and Integrity on June 17th 2009, in Rabat, Morocco.

Discussions were organised around three break-out sessions addressing the following topics:

• How to address new HR challenges arising from the economic crisis and how to provide strategic policy responses dealing with short-term and long-term consequences that have been examined; in particular new workforce adjustment arrangements and HR policies  developed by governments in order to cope with the social impact of streamlining strategies
• Examine the social and economic impact of workforce downsizing strategies in countries having already experienced this impact

The seminar established a technical exchange of experiences and information between experts from OECD countries and Arab authorities. The expertise of the high level participants led to in-depth discussions on the most relevant topic to be tackled. Participants welcomed the comparative overview provided during the meeting.

Also, a discussion was held on the strategic orientations of the working group, specifically in relation to the preparation of the forthcoming draft report on Modernising Public Management in Arab countries. Countries have submitted comments on the draft questionnaire on HRM and public employment policies. Delegates also reported on recent activities conducted on integrity within the framework of the Global Forum on Public Governance held in Paris on May 4-5. Finally a roundtable provided the opportunity to share proposals for contribution of the working group to the ministerial declaration.
