> OECD DAC Handbook on Security System Reform: Section 9 - Integrating Gender Awareness and Equality (pdf)
In January 2009, the OECD DAC publication on gender and security system reform (SSR), entitled "Integrating Gender Awareness and Equality" was formally launched in Brussels and Geneva. The launchs were hosted respectively by GTZ and the Swedish Mission to the United Nations in Geneva. Invitees included EU and UN officials, member state delegations, relevant policy communities and civil society. Rory Keane and Margarete Jacob from the OECD DAC Secretariat provided an overview of the publication, followed by a discussion.
The comprehensive integration of gender issues into SSR processes is critical to ensuring local ownership, effective delivery of justice and security services, and strengthened inclusivity, oversight and accountability. However, in many countries SSR policies and programming currently fail to involve both women and men in decision-making processes and do not adequately address gender dynamics. The OECD DAC publication addresses this gap. It provides practical guidance on how to integrate a gender perspective in SSR processes.
