Jointly organised by the Organisation for Economic Co-operation and Development (OECD), the International Organisation of Pension Supervisors (IOPS), the Undersecretariat of the Treasury of Turkey and the Pension Monitoring Centre with the sponsorship of the Japanese and Turkish governments. In addition, the OECD organised a seminar on pension fund regulation and risk management on 9 November 2006.
The co-organisation of the conference between the OECD and the IOPS ensured representation from countries with a broad range of private pension arrangements, all of which are confronted with similar pressures to provide an adequate and sustainable level of retirement security. The conference provided a valuable international forum to inform and enlighten the current policy debate on major issues related to private pension reform and encouraged an exchange of experiences derived from innovative policies and programmes across the countries participating.
The main topics of the conference were: (1) respective roles of public (social security) and private occupational schemes in retirement provision; (2) reform of private defined benefit plans; (3) issues relating to individual account management; (4) development of risk based supervision; (5) management of longevity risk. A separate panel was devoted to the pension reform process in Turkey. These topics were discussed in depth at the meeting within the context of the OECD’s Principles and Guidelines which provided a unique framework for countries introducing and consolidating pension reform strategies.
