Council Act:

In 1996 the Council adopted a Recommendation on Implementing Pollutant Release and Transfer Registers [C(96)41/FINAL] which calls on Member countries to implement a PRTR.

Environment, Health and Safety Division

- active programme to help countries design, develop and implement effective PRTR programmes

- the main elements of the Programme are:

  • development of practical tools and guidance to help Member countries implement a PRTR;

  • outreach activities to non-member countries (including the provision of information and technical support); and

  • co-ordination of international PRTR activities.

OECD countries
  • 11 countries now have operating PRTRs, 8 more are developing systems and some PRTRs were in operation before the 1996 OECD Council decision

  • most adhere to OECD's Guiding Principles and used the Guidance Manual to develop a PRTR

  • Member countries actively participate in international PRTR activities and help in PRTR proliferation and implementation of PRTRs world wide
