A joint NESTI-TIP Workshop -- 13 June 2007. Innovation Indicators for Policy Making and Impact Assessment

The Blue Sky II Forum (Ottawa, September 2006) called for closer collaboration between the statistics and policy communities to help improve the measurement of innovation and of its economic and social impacts. The Joint NESTI-TIP Workshop on Innovation Indicators for Policy Making and Impact Assessment brings together leading statisticians and experts on innovation indicators development as well as senior policy makers and analysts who use innovation indicators in policy development and the assessment of innovation performance.

Do we have the right set of indicators to measure the outcomes and impacts of innovation? To what questions about the impacts of R&D and innovation would policy makers like the data to give an answer? What extra insights on innovation do we gain by linking different surveys and datasets? The workshop will address these and other questions and discuss the implications for future OECD work in this area. The workshop will also provide key input in the development of an OECD Innovation Strategy that was endorsed by OECD Ministers in May 2007.

The OECD Working Party on Innovation and Technology Policy (TIP) is deepening its work on the evaluation of S&T policies and on the links between innovation performance and policies. TIP is also working on "open innovation" and is looking for new or existing indicators that could be used to measure the scope and extent of "open"or collaborative innovation processes in firms.

The OECD Working Party of National Experts in Science and Technology Indicators (NESTI) is currently carrying out a project on Innovation and Economic Performance which exploits microdata from innovation surveys. Several teams of researchers are working on the links between innovation and productivity, channels of international knowledge transfers, non-technological innovation and innovation and IPR.
