The Regulatory Environmental Programme Implementation Network (REPIN) was established in 1999 under the OECD/EAP Task Force umbrella as a mechanism for dialogue on issues of environmental compliance assurance in Eastern Europe, Caucasus, and Central Asia (EECCA). Over its more than ten-year history, the Network evolved and currently its scope of work covers environmental policy implementation and financing. The Network aspires to facilitate implementation of environmental policy objectives at least costs, and promote the rule of law and a level playing field for businesses. The REPIN work has helped to revise policies and legislation, to reform environmental enforcement institutions, and to upgrade the knowledge and skills of environmental officials and experts. A suite of practical tools to assist EECCA governments to implement reforms have been developed. Country-specific demonstration projects have been used to both design and apply such tools.
The annual REPIN meeting was organised by the OECD/EAP Task Force Secretariat and hosted by the State Environmental Service of Latvia on 8-9 November 2010 in Riga. The meeting was attended by government officials and experts from most of the EECCA countries as well as from Estonia, Latvia and Poland. Representatives of the European Commission, the Regional Environmental Centres (RECs) of Russia and the Caucasus, as well as the Working Group of Environmental Auditing under the International Organization of Supreme Audit Institutions (INTOSAI) and the NGO community were also present at the meeting.
