Indicators of regulation in energy, transport and communications (ETCR)


The OECD indicators of regulatory reform summarise regulatory provisions in seven sectors: telecoms, electricity, gas, post, rail, air passenger transport, and road freight. These indicators have been estimated for the following 21 OECD countries: Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Japan, the Netherlands, New Zealand, Norway, Portugal, Spain, Sweden, Switzerland, the United Kingdom, and the United States.

The ETCR indicators have been estimated over the period 1975 to 2003 and are therefore well suited for time-series analysis. The trade-off, however, is that the range of regulatory provisions covered by the ETCR indicators is not as broad as that of the indicators of product market regulation (PMR). However, the ETCR indicators cover sectors in which anti-competitive regulation tends to be concentrated, given that manufacturing sectors are typically lightly regulated and open to international competition in OECD countries.
