The OECD indicators of regulation in energy, transport and communications (ETCR) summarise regulatory provisions in seven sectors: telecoms, electricity, gas, post, rail, air passenger transport, and road freight.
The ETCR indicators have been estimated in a long-time series and are therefore well suited for time-series analysis. The trade-off, however, is that the range of regulatory provisions covered by the ETCR indicators is not as broad as that of the indicators of product market regulation (PMR).
However, the ETCR indicators cover sectors in which anti-competitive regulation tends to be concentrated, given that manufacturing sectors are typically lightly regulated and open to international competition in OECD countries.

In 2008 the ETCR time series were updated, revised and the country coverage extended from 21 to 30 OECD countries. In 2009, the coverage was extended to another 4 OECD countries as well as Brazil, China, India, Indonesia, Russia and South Africa for the year 2007.
