Measuring Skills Needs: an Introduction

Cristina Martinez-Fernandez

By Cristina Martinez Fernandez, Associate Professor, Urban Research Centre, University of Western Sydney, Australia

Topic: When measuring skill needs in a region there are three factors to be considered: (i) trends within industrial sectors; (ii) the local knowledge base; and (iii) the types of occupational level present within the workforce. The degree of interaction among the different actors in a region is also crucial to maintaining a strong knowledge system.

Measuring Skills Needs in a Knowledge Economy: Key Tools and Methods

Mark Hepworth

By Mark Hepworth, Chief Executive of Geoeconomics, UK

Topic: Skills strategies need to be contextualised in the reality of the knowledge economy. In order to re-invent skills strategies that are ‘fit for purpose’ there is a need to combine (i) a micro-economic approach, (ii) a stakeholder approach, and (iii) a longitudinal approach.

EU New Jobs and Skills Strategy

Robert Strauss

By Robert Strauss, Head of Unit, Employment Strategy, CSR & Local Development, DG Employment, Social Affairs & Equal Opportunities, European Commission

Topic: The recently launched European initiative "New Skills for New Jobs" will support the better identification of labour market trends, skills shortages and new drivers at sectoral, national and European levels. How will these new skills needs be met? Labour market reform and the promotion of labour mobility will certainly play a role.

Building an Integrated Skills Strategy

Building an Effective Strategy: the Shanghai Talent Strategy

By Francesca Froy, Policy Analyst, OECD LEED Programme

Topic: To support restructuring in the local economy, the Shanghai Municipal Government has developed a strong skills strategy to build a ‘highland of talent’, re-attracting skilled Chinese émigrés back into the city, and bringing together piece-meal training provision into a new municipal system which up-skills both the unemployed and the current workforce.

Case Study: South and East Lincolnshire

Anne Green

By Anne Green, Principal Research Fellow, Institute for Employment Research University of Warwick, UK

Topic: An interesting case study from a region in the United Kingdom which is trying to overcome a situation of ‘low skill equilibrium’:  where low demand for skills by employers is matched by a low skilled workforce, with young graduates leaving the area to find better quality employment elsewhere.  How can such issues be tackled?

Case Study: Michigan’s Regional Skill Alliances

Randall Eberts

By Randall Eberts, Executive Director, W.E. Upjohn Institute for Employment Research, U.S.A.

Topic: What happens when a state government encourages a more bottom up approach to addressing skills issues? Michigan in the United States has funded 13 skills alliances to tackle a current disconnect between regional employment and skills provision. The alliances have each chosen their own priority sector (health, construction, manufacturing etc).

Lorenzo Di Pietro

By Lorenzo di Pietro, Director, Porta 22, Barcelona Activa, Spain

Case Study: West Midlands

By Anne Green, Principal Research Fellow, Institute for Employment Research University of Warwick, UK

Topic: The West Midlands has demonstrated a particularly ‘information led’ and ‘evidence based’ approach to building their local skills strategy. At the same time, partnership working has been at the heart of strategy design.  How is the strategy building regional prosperity while also tackling local pockets of deprivation?

Key Issues in Assessing Strategy Impact

Randall Eberts

By Randall Eberts, Executive Director, W.E. Upjohn Institute for Employment Research, U.S.A.

Topic: How can we best evaluate the success of a local skills strategy? Do you know the difference between a programme outcome and a programme output? This presentation will help you find out more.  It also emphasises the three questions that need to be addressed when planning an evaluation:  (i) what do we want to know? (ii) why do we want to know? (iii) who wants to know?
