Budget Directors from OECD member countries have been meeting regularly for nearly 30 years in the Working Party of Senior Budget Officials, colloquially known as the SBO.

The OECD-CESEE SBO network was established in 2004 in The Hague. Its second meeting took place 16-17 February 2006 in Ljubljana, Slovenia. The meeting was chaired by Mr. Dick Emery, former Assistant Director of the Office of Management and Budget, Executive Office of the President of the United States. It opened with a welcoming address by Mr. Ziga Lavric, State Secretary at the Ministry of Finance of Slovenia, which was followed by remarks by Mrs. Odile Sallard, Director of the Public Governance and Territorial Development Directorate of the OECD. A keynote speech on the role of the Ministry of Finance in the budget process was delivered by Mr. David Shand, Advisor of the Financial Management Board of the World Bank.

Budget reviews of Croatia and of Georgia were presented by the OECD Secretariat. The meeting was attended by delegates from 19 out of the 26 countries of the region and attracted 90 participants.
