In June 2000, the Inter-Secretariat Working Group on National Accounts (ISWGNA) convened a special meeting to discuss the treatment of mobile phone licences in the national accounts. The issue had become important and a decision was required quickly because of the unexpectedly large amounts raised by government through auctions/sales of these licences, with further auctions/sales expected to occur during 2000. The report of this special meeting is available below. The UK Office for National Statistics has proposed a different treatment to that recommended by the ISWGNA. Its views are contained in a paper presented to the September 2000 OECD national accounts meeting (a copy is available below). At that meeting the OECD, on behalf of the ISWGNA, agreed to set up this EDG to obtain feedback from interested national accountants.
