Many communicators and development experts must cope with managing their communication plans and strategies with small budgets or decreased capital. The challenge is to provide coherence, visibility and clear results for ODA delivery. Being strategic and efficient is essential to showing results from development communication and convincing key decision makers of the importance of communication efforts. This seminar about Aid Effectiveness & Regional Economic Integration aims at helping ASEAN policy makers find innovative policy solutions to stay competitive, strengthen social cohesion and reduce existing gaps between countries of the region through regional integration. It is hosted by the Ministry of Planning and Investment, Government of Vietnam, the Ministry of Foreign Affairs of Japan, the Ministry of Foreign Affairs and Trade of the Republic of Korea, the OECD Development Centre.

Communicators from bilateral ministries and agencies perceive communicating on multilateral aid as a controversial issue and define it as one of the most difficult tasks in their daily work. One of the objectives of this meeting is to open a debate about current challenges and concrete responses to the demands of communicating on multilateral aid.

Following on the 2008 meeting on development results reporting, OECD countries are working to develop guidelines to facilitate better aid accountability. The guidelines will promote cooperation in the fields of results based management, evaluation and communication.

Over the past 20 years, public attitudes towards aid in OECD countries have remained steadily positive throughout economic ups and downs. At the same time, polling data shows that voters continue to strongly support aid to developing countries, despite the financial crisis.

For the first time the DevCom Annual Meeting was hosted by the United States. It brought together more than 65 communicators and experts, including new donors such as Israel and Thailand. The issues covered during the sessions were communicating results and aid effectiveness, new trends on the Internet, communication strategies of non-state actors, making development more media-friendly, polling for public opinion. The meeting also provided the opportunity for several members states to share best practices.

After a slow start, public awareness about the Millennium Development Goals (MDGs) is rising steadily in OECD countries, especially where publicity campaigns are run. Our study of three OECD countries shows that successful MDG campaigns are long-term, funded adequately, and involve local authorities, civil society organisations and the private sector.

In November 2007, the members of the Informal Network of DAC Development Communicators met in Lisbon for two days of brainstorming about the current state and future of development communication. The summary report gives an overview of the discussions and projects for the coming year.
