Indicators of regulatory management systems serve to assess countries' regulatory practices. They can help to analyse regulatory governance performance and to diagnose success factors and priority areas for further reform. They contribute to a better understanding of what good regulatory governance is, and of the links between regulatory policies and outcomes such as economic performance.
The OECD has constructed indicators of Regulatory Management Systems for OECD countries in three rounds: 1998, 2005 and 2008. The basis of the indicators are member countries’ responses to a detailed questionnaire on their regulatory management systems. The OECD designed the questionnaire in line with the OECD guidelines for good practice in regulatory management, and particularly with the OECD 1995 Recommendation on Improving the Quality of Government Regulation, the 1997 Policy Recommendations on Regulatory Reform and the 2005 Guiding Principles for Regulatory Quality and Performance (see OECD Principles).
Measuring institutional development through quantitative indicators presents significant challenges. A number of contextual elements of regulatory governance are not necessarily amenable to statistical analysis. The links between regulatory policies and outcomes are complex and usually indirect, and present substantial challenges in implementing, refining and interpreting the results. As a complement to a detailed and qualitative analytical approach (e.g., OECD-EU15 project; Reviews on regulatory reform), regulatory indicators contribute to a systematic framework in which countries' performance and relative progress can be assessed.
The regulatory management systems indicators are an important activity of the Public Governance Committee and contribute to the flagship publication Government at a Glance.
