INCAF, through its Task Team on Financing and Aid Architecture, supports more detailed work on financing for situations of conflict and fragility, as a follow-up to the OECD ministerial commitment to improve development effectiveness in situations of conflict and fragility. Specifically, the Task Team continues to provide policy makers and programme staff with information about the resource flows going into fragile and conflict-affected states, and works to provide greater clarity on how to ensure the availability of flexible, rapid and long-term financing that can bridge humanitarian, recovery and longer-term development phases and more effectively support peacebuilding, state building and security activities.
Through targeted work on different aspects of donor financing, the Task Team will present options for consideration by the DAC on how to improve funding policies, priorities and mechanisms. These should allow for more effective bilateral and multilateral support to countries recovering from conflict without encouraging further proliferation of delivery modalities in-country and in the international response.
Key outputs include:
- Annual reports on monitoring of resource flows to fragile and conflict-affected states.
- Policy and operational recommendations for improving the availability of rapid and flexible financing to countries emerging from conflict.
- Reports on good practice for pooling ODA and non-ODA contributions to conflict, peace and security activities.
