Access to energy is essential to economic, social and political development. However, in spite of a huge potential in fossil and renewable energy sources, African countries suffer acute energy deficits: their resources are either under-exploited or exported in raw form, leaving very low levels of consumption per inhabitant.

Based on the conclusions of the OECD/AfDB report African Economic Outlook 2003-2004 and the International Energy Agency’s World Energy Outlook 2004, the Forum will explore the ways in which development partners can act together at national, regional as well local levels to improve access to reliable and efficient energy sources by populations and firms in Africa.

The International Forum on African Perspectives was created by the African Development Bank and the OECD Development Centre in 2000 as an innovative framework to bring together the expertise available in OECD Member countries with that of specialists from the Member countries of the African Development Bank.

Consisting of both an experts’ meeting and a public conference, it is designed to promote an informal exchange of views among policy makers, high-level experts, representatives of the business and financial communities, journalists and public figures generally. The first Forum focused on the topic of “Emerging Africa” and the second, in 2001, on “Regional Integration in Africa”. For the first time in 2002, the Forum saw the launch of the African Economic Outlook, in the presence of President of the Republic of Senegal, Abdoulaye Wade.

The 2004 Forum will focus on “Better Access to Energy for Africans”.
