OECD - Request for proposals / Aid for trade

The OECD Development Assistance Committee and Trade Committee jointly undertake work on Aid for Trade, which is focused on the monitoring and evaluating aid for trade flows and programmes of OECD Members.

The OECD is inviting proposals from consulting firms/individual consultants for an assessment of whether there is a need for specific guidance for evaluating aid for trade, an area where little guidance exists today given its recent inception as a distinct aid category.
To provide the assessment the consultant will:

• map existing evaluations of development programmes and projects that could be considered as aid for trade in order to assess what is current practice in the field
• summarise the results of aid for trade evaluations and identify areas where knowledge is too poor to draw conclusions; and,
• provide an in-depth exploration of the need and options for practical and specific guidance to evaluate aid for trade at programming and policy levels.

The assessment will provide the basis for the OECD in consultation with stakeholder to take an informed decision whether or not to develop specific guidance to evaluate aid for trade at programming and policy levels. The evaluation is expected to be completed in October 2008.
