Reforming laws and institutions governing the ownership, the sale and the management of land has been a key challenge in post-Communist economies. An efficient land ownership framework enhances agribusiness competitiveness, benefits the economy as a whole and increases the country’s attractiveness to foreign investors. In Ukraine, the land reform process has been initiated but has yet to be finalised.
The OECD Eurasia Competitiveness Programme, with the support of the Swedish International Development Cooperation Agency and of the Czech Republic, convened international experts from Peru and the Czech Republic to share their experiences of land reform in their home countries.
Mr. Dusan Triska, Mr. Ales Triska and Mr. Eduardo Negrete shared their expertise on a variety of key issues for land reform, including:
-
The benefits of an effective land reform
-
The land reform process
-
The key success factors and potential pitfalls
-
The role of the private sector
-
The priority of the land reform in the political agenda
The workshop was organised by the Committee for European Integration of the Verkhovna Rada. It was chaired by Mr. Anatoliy Maksyuta, Deputy Minister of Economic Development and Trade, and was attended by more than 30 participants. It was followed by bilateral meetings between the international experts and government officials who wished to push the discussion further.
