Public Governance Reviews

The OECD Public Governance Reviews help governments in identifying where they perform well and where they could improve the performance, sustainability and delivery of public value.

 

These reviews provide requesting governments with an opportunity to actively engage in a dynamic process, culminating in OECD recommendations on how their central and sub-national institutions, actors and stakeholders can better work together to achieve national policy priorities.

The key findings of this review remain relevant, even though it was undertaken before the economic crisis.

The key public service reform challenge for Ireland going forward is for the different parts of the Irish Public Service to work cohesively together, with a more integrated approach at the national and local levels.

This will allow Ireland to more effectively identify and achieve wider societal goals, and to deliver more coherent services to citizens.

 Finland: Working Together to Sustain Success

   

Finland has long history of strong public sector governance and management.  However, its traditional Nordic model is under pressure due to a rapidly ageing society, the global economic crisis and growing societal disillusionment.

To sustain and preserve its global position in the future will require a public administration that is strategically agile in order to maintain fiscal sustainability and to respond to a complex and rapidly-changing environment.

It will also require the capacity to work together – across the public administration at the state and local level, and with society as a whole.

Greece faces an immense, perhaps unique and increasingly urgent challenge. It needs to reform in depth, reconciling emergency measures with long lasting reforms.

Slovenia: The Public Sector Salary System in Slovenia

 

    

This report assesses the Slovenian public sector salary system.  In doing so, it examines the salary structure; the job classification framework; wage relativities – level of compensation and method for determining wage increases, and the wage negotiation framework;  use of cash supplements; use of performance incentives; and the role of social dialogue in bargaining employment conditions.
