DAY 1 - OPEN SESSION

The capacity building session began with a one-day seminar open to a wider audience of policymakers and practitioners involved in tackling the impact of the crisis on jobs and skills: government officers, city officials, trade unions, researchers. The seminar provided an assessment of the impact of the crisis on the labour market and discussed, using concrete examples, the value of various policy responses on the basis of three critical trade-offs.

This session assessed the impact of the crisis on employment and skills in OECD and non-OECD countries, on both the national and local level, and review the main policy measures being put in place.

DAY 2/3 - BUILDING CAPACITIES

Two trouble-shooting session were held, discussing a concrete case study and issues emerging from it. Each of these sessions focused on an applied issue: updating the diagnostic; getting a new strategy up and running; and adapting the labour market policies to the new situation quickly. 

PROBLEM DIAGNOSIS: This presentation reviewed the tools and methods to measure local labour market trends, identify problems, prepare a diagnostic as a basis for strategy design.

LABOUR MARKET POLICY TO SUPPORT PEOPLE AND BUSINESSES: The presentation focused on innovations in programmes providing job search and placement; education and training to better match labour supply and demand; and measures to improve access to specific groups. The presentation suggested ways to increase their efficiency during economic downturns through improved governance and greater adaptation to local conditions.

SETTING PRIORITIES AND BUILDING AN INTEGRATED STRATEGY: This presentation focused on how to align short and long term priorities, ways and conditions for better integration between employment, skills and economic development and how to get strategies implemented.
