Global Forum on Development

Contributing to global development and promoting shared prosperity are key objectives of the OECD, stated in the founding Convention of the Organisation and in its strategic framework defining OECD’s global relations with non-members. Various activities involving the participation of developing countries are conducted by the entities within the OECD Development Cluster: the Development Co-operation Directorate/DAC, the Development Centre, the Sahel & West Africa Club and the Centre for Co-operation with Non-Members. At the 2005 Ministerial Council Meeting, OECD Ministers pledged to “engage with developing countries through the OECD in sharing of experience, best practices and views on how to gain for all the most from globalisation.” The OECD Global Forum on Development was consequently created in 2006 to enhance the horizontal co-ordination, visibility and impact of the OECD’s development-related work and outreach, and to provide a platform for open and constructive exchanges between OECD members and non-member economies. The new OECD Global Forum on Development also contributes to the UN Millennium Development Goal 8 aiming at “Developing a global partnership for development.” > more

  Objectives

  • Build consensus among diverse development stakeholders for more synergetic and coherent outputs through policy dialogue and peer learning, and an interdisciplinary approach to its activities;
  • Enhance the visibility and impact of the OECD in the field of development, and allow the Organisation to take a stronger leadership role on key global development issues;
  • Enable a core network of participants – including policy makers from OECD and developing countries, research institutions and think tanks, and private sector and civil society organisations – to follow key policy issues on a multi-annual basis;
  • Further enhance OECD wide coherence on development related work, and promote horizontal and multidisciplinary approaches, including beyond the organisation through partnerships with other international organisations;
  • Mainstream outreach work on development, and contribute to policy progress and consensus with non‑members through OECD methods of work.

  Forum Topics

Unlike most of the OECD Global Forums, the Global Forum on Development is not an annual event but operates through a series of events including informal experts’ workshops, policy workshops and annual plenary meetings. The first three-year thematic cycle focuses on the topic of “International Development Finance Architecture”. As the OECD’s Development Assistance Committee (DAC) is grouping the world’s major aid donor countries, providing over 90% of official development assistance, the OECD is well positioned to address development finance-related issues such as harmonisation of aid practices, aid flows and aid effectiveness.

  Participants

The Forum will build a core network of participants including policy makers from OECD and developing countries, research institutions and think tanks, international organisations, regional development banks, technical development agencies, foundations, private sector and civil society organisations.
