Javier Santiso

 

 

Director (2007 - 2010) and Chief Economist (2005-2010)

 

Mr Javier Santiso was Director and Chief Economist of the OECD Development Centre from 2007 to 2010. Previously he was Deputy Director and Chief economist since 2005. He is the youngest Director and Deputy Director ever named in the history of the OECD.

Mr Santiso is member of the World Economic Forum Global Agenda Council. He is also a member of the Advisory Panel of the United Nations Development Programme Human Development Report 2009 and the Advisory Council of Aspen Institute France.

 

Mr Javier Santiso was nominated as a Young Global Leader (YGL) 2009 by the World Economic Forum. He left the OECD in 2010 but remains Chair of the OECD Emerging Markets Network (EmNet), having been the founder of this institution composed of 50 multinationals from OECD and emerging countries.

 

Biography

 

Mr. Santiso, who holds both French and Spanish nationalities, began his career in 1995 at the Latin American Centre, University of Oxford. Tenured as Research Fellow at the Centre d’Etudes et de Recherches Internationales of the Institut d’Etudes Politiques de Paris (Sciences Po), he also served as a Senior Expert Associate on Latin American Emerging Markets for Crédit Agricole Indosuez (now Calyon) before becoming, in 2002, Chief Economist for Latin America and Emerging Markets at the Economic Research Department of Madrid-based Banco Bilbao Vizcaya Argentaria (BBVA) where he managed a team of 50 economists spread in 9 different countries.

 

Under the leadership of Javier Santiso, The Development Centre experienced a profound transformation, doubling the budget, tripling the staff and changing the overall strategy towards emerging markets. In less than 5 years, more than 20 emerging countries joined the Board of the Centre (including Brazil, India, Indonesia, South Africa, Vietnam, Colombia, Egypt, etc.). The OECD and the Centre started a process of opening towards emerging economies that has been anchored through key leading flagship publications under the leasdership of the OECD Development Centre: the African Economic Outlook (AEO), the Latin American Economic Outlook (LEO) and the South Asian Economic Outlook (SAEO). The Centre started also the Global Perspectives Outlook (GDP) focused on the shifting wealth of nations towards emerging countries. New technologies and media strategy have been also dynamized, the Centre leading the process of the OECD in terms of opening channells in YouTube, Facebook, and Wikipedia, among other internet platforms. .

 

Mr Santiso is the author of over 60 articles on international economy.  Published in leading academic reviews and referee journals, they have primarily focused on emerging economies, sovereign wealth funds and the relations between Asia and Latin America. His most recent published book is entitled "Latin America’s Political Economy of the Possible: Beyond Good Revolutionaries and Free Marketeers”, Cambridge, Mass, MIT Press, 2006" (also published in French, “Amérique latine: révolutionnaire, libérale, pragmatique”, Paris, Autrement, 2005; and Spanish by the Inrer-American Development Bank). He contributes regularly to international newspapers like Le Monde (France), El Pais (Spain), América Economia (Latin America) and Valor Economico (Brazil).

 

Mr Santiso holds BA, MA and PhD degrees from the Institut d’Etudes Politiques de Paris and finished his doctoral studies in international political economy at St Anthony’s College, Oxford University. He also holds an MBA from HEC School of Management (Ecole des Hautes Etudes Commerciales) in France, and an Executive MBA from IESE Business School (Executive Corporate Program for Business Leaders) in Spain; and pursued the Young Global leaders Leadership Program at Harvard University in 2010.

 

Mr. Santiso is member of the World Economic Forum Global Agenda Council. He joined in 2010 Telefónica International as Director and ESADE Business School as Professor of Economics and Academic Director of the ESADE Centre for Global Economy and Geopolitics (ESADEgeo) chaired by Javier Solana, the former Secretary General of NATO.
