The Directorate for Science, Technology and Industry (DSTI) manages databases of internationally comparable statistics in these areas. These statistics and indicators underpin policy-related analytical work, particularly with respect to links between technology, competitiveness and globalisation. DSTI also plays a leading role in the development of international statistical standards in the STI area.

Modes of Public Funding of Research and Development: Towards Internationally Comparable Indicators

This paper presents the results of the data collection across 18 participating countries, demonstrating that it is possible to produce new policy relevant indicators on public funding of R&D in addition to those envisaged in the OECD Frascati Manual. The initial findings of the data collection highlight interesting differences across countries in terms of their approaches to funding R&D. But before conclusions can be drawn on the effectiveness of the different country funding profiles, further work is needed in order to increase the reliability and comparability of the different indicators.

Final ICTNET Conference on the Economic Impact of ICT: Policy Drivers and Economic Evidence

Measuring the 'Broadband Bonus' in 30 OECD Countries

This paper provides estimates of the economic value created by broadband Internet using measures of new gross domestic product and consumer surplus. It finds that the economic value created in 30 OECD countries correlates roughly with the overall size of their broadband economies. In addition, price and quality data from the United States suggest that widespread adoption of broadband Internet has occurred without a dramatic decline in prices, which reflects an unobserved increase in broadband quality that conventional government statistics do not capture.

Measuring the Impact of Innovations in Public IT Infrastructure on the Standard of Living in OECD Economies

This paper utilises an economic model that looks at the end result – observations on changes in the pattern of consumer spending behaviour – and econometrically estimates the extent of the link between these behavioural changes and their drivers: traditional economic stimuli as well as changes in the economic environment due to advances in technology and improved provision of public sector IT infrastructure.

Frascati Manual: new annex available on measuring research and development (R&D) in developing countries

Despite the Frascati Manual's widespread use, significant usage gaps remain, especially in Africa, Central and South Asia, Latin America and the Caribbean. There is widespread interest in the nature and role of R&D in developing economies, raising questions on how it should be measured within the guidelines set out in the Frascati Manual. A new annex provides an initial attempt to address some of the most salient issues.

OECD and EPO continue co-operation on patent data

With a view to furthering their co-operation on exploring the role of patents, the OECD has signed a memorandum of understanding with the European Patent Office (EPO) valid for the next three years. “Our collaboration has produced data that improves the international patent system and helps measure patent activity,” said OECD Deputy Secretary-General Richard Boucher.

Main Science and Technology Indicators (MSTI) 2011/2: R&D spending hit by the economic downturn in 2009

MSTI is a timely set of indicators that reflect the level and structure of efforts undertaken in the field of science and technology. The latest data help look at what happened to R&D investments during the latest years of the global recession. Namely, gross domestic expenditures on R&D in the OECD area shrunk by 1.6% in real terms in 2009 and for the first time since 1993. The decrease is mainly driven by a sharp reduction of expenditure in business (-4.5%) in contrast to other sectors, particularly higher education (+4.8%), where R&D spending kept growing.
