Food Crisis Prevention Network Meeting

The second restricted meeting of the Food Crisis Prevention Network, jointly organised by the Permanent Interstate Committee for Drought Control in the Sahel (CILSS) and the Sahel and West Africa Club (SWAC), took place from 5 to 6 April 2007 in Paris at the OECD Headquarters.

    Background

Created in response to the catastrophic drought crisis in the Sahel region in 1984, the Food Crisis Prevention Network (FCPN) offers an open forum for discussion and action around food security issues in West Africa. The network brings together West African policy makers and leading international agricultural experts from international organisations (WFP, FAO, WMO), specialised NGOs, producer groups and researchers. The co-ordination of the network is today mainly ensured by the CILSS and the Sahel and West Africa Club

    Objectives

The meeting’s objectives were to:

  • Assess the 2006/2007 Agricultural Campaign and the nutrition and food security situation in the Sahel and West Africa;
  • Identify and make decisions in terms of actions to implement concerning the prevention and management of potential food and nutrition crises in the region, notably with regard to at-risk zones and most vulnerable populations;
  • Carry out further strategic thinking on subjects of interest with regard to food and security issues of the region.
  • Present and launch the new FCPN website and discuss its future role.

    Results

The results presented and discussed at the meeting confirmed an overall satisfactory food situation for the 2006-07 Agricultural Campaign; there is consequently no need to call for alert for the moment; it is however important to take appropriate measures in order to improve the food situation of the most vulnerable populations. Recommendations of the joint CILSS, FAO, FEWS NET, WFP, OCHA mission as well as the action plans proposed at the meeting, on the follow-up of the food situation, hold in Senegal in March 2007, could serve in this regard as reference. The integration of nutritious aspects in the examination of the food situation and the impact of trade policies and food co-operation on food security were also discussed at the FCPN meeting. > Synthesis of results (French)

    Launching of the FCPN website

The new FCPN website www.food-security.net was presented and officially launched within the context of the meeting. As a new information tool, it aims to enable all categories of actors (political decision-makers, technical and financial partners, civil society organisations, the media, etc.), to have access to reliable information on the food situation in the region and to take decisions for action accordingly.

  Participants

About 30 network members, including government officials and policy makers from West African countries and OECD donor countries as well as agricultural experts from international organisations, multilateral and bilateral technical aid agencies, participated in the meeting.
