Background:
What started as a financial and economic crisis has now become a social crisis with rising unemployment, falling pension assets, and rising tax burdens. But there is some good news, too. The stimulus packages are starting to take hold, but will the so-called “green shoots” of recovery last? The OECD has been at the forefront of developing a strategic response which aims to address the crisis and help build a stronger, cleaner, fairer economy. At the OECD Ministerial Meeting in June 2009, ministers welcomed OECD efforts to provide policy analysis and recommendations on macroeconomic and structural issues that will help achieve a sustainable, healthy recovery. Ministers committed to address the social and human dimensions of the crisis, restore confidence in markets and cushion the impact of the crisis on activity and employment. They committed to the principles of propriety, integrity and transparency and to the free flow of trade and investment. Moreover, ministers tasked the OECD with developing a Green Growth Strategy  that will bring together economic, environmental, technological, financial and development aspects into a comprehensive framework to guide future growth.


The High-level Parliamentary Seminar comes at an important juncture, just after the G20 summit in Pittsburgh (24-15 September), in which Secretary-General Angel Gurría will participate, and the OECD Labour and Employment Ministerial Meeting (28-29 September). The Seminar offers an exceptional opportunity for parliamentarians and legislators to exchange views with their colleagues and OECD experts on a range of key issues. Though the Seminar will focus on addressing the jobs crisis, participants will also be able to discuss the economic outlook more broadly, as well as debate challenges such as climate change ahead of the UN summit in Copenhagen in December; and explore how to “mainstream” development into recovery and growth strategies.
