Third High Level Seminar on Personalised Service Portals and Special Session on Experiences on E-government

Objectives

 

The OECD and the French Ministry of Finance, Economy and Industry organised a two-day event in Paris in the framework of the Good Governance for Development (GfD) in Arab countries Initiative.

The first day featured a High Level Seminar on Personalised Service Portals hosted by the General Directorate for Modernisation (DGME) of the French Ministry of Finance, Economy and Industry. The objective of the seminar was to enable Arab and OECD participants to exchange experiences and build capacity on implementing personalised e-government portals.

On 12 December 2006, a special session on exchanging experiences on e-government, based on the OECD work in this area, provided participants from Arab and OECD countries with the opportunity to share their experiences and best practices on e-government policies.

The seminar responded to the demand of Arab countries, expressed at the last meeting of Working Group II, to organise a regional capacity building seminar on personalised portals.

 

Participants

 

The seminar was chaired by Mr. Jean-Jacques Léandri, Advisor for E-Government at the French Ministry of Economy, Finance and Industry, while the briefing meeting was chaired by Mr. Christian Vergez, Head of the Innovation and Integrity Division of the OECD Public Governance and Territorial Development Directorate. Mr. Vincenzo Schioppa, Minister Plenipotentiary at the Italian Ministry of Foreign Affairs participated in the event as Co-chair of the Working Group II on E-government and Administrative Simplification and expert in public sector management issues. Fifteen experts and delegates from seven Arab countries (including Egypt, Jordan, Lebanon, Morocco, the Palestinian Authority, Tunisia, and the United Arab Emirates) and four OECD countries (including Belgium, France, Italy, and Portugal) attended this event. The meeting also benefited from the presence of a high level expert from the World Bank, Mr. Bruno Lanvin.

 

Outcomes

 

Senior officials from Arab and OECD countries exchanged views and experiences on the strategic steps and challenges in implementing e-government portals. The discussions focused on portal development as one example of how ICT can be used to transform public administration. Participants addressed in particular the following topics:

  • preconditions to set up information portals (e.g. institutionalisation and regulatory framework);
  • managing personal data (e.g. opportunities and limits imposed to the use and reuse of data);
  • how to move from information to transaction portals;
  • harmonisation of practices across government;
  • strategies to increase user access and accessibility;
  • skill development within the administration.

The discussions led to a strong agreement on the benefits of the regional policy dialogue on e-government and administrative simplification and to the request of continued co-operation in support of the implementation of the National Country Action Plans.
