Chapter 2 of the Good Practice Papers on Strengthening Procurement Capacities in Development Countries - Good Procurement Practice for Capacity Development - recommends that a country - wide focus be adopted for capacity development, starting with an accurate assessment of a government’s true needs.

It stresses the importance of coordinating and sequencing procurement and public financial management reforms and argues the focus for reforms should be on improving development outcomes, not just on improving narrow elements in the procurement process.

It emphasises the importance of strengthening the full range of institutions and organisations that play important roles in the procurement process, including the private sector business community.

Additionally, true country buy-in and ownership and taking an entrepreneurial, flexible, medium to long term outlook are considered essential for success.
