Public Private Partnership (PPP) Forum in Vietnam

Financing fails to meet infrastructure needs, and worldwide, people continue to lack access to such important service. Globalisation, urbanisation and growing interdependence between infrastructure systems continue to pose challenges. Moreover, up-front costs to develop infrastructure are very high and returns on investment arrive at a later stage. In this context, investment commitments have been decreasing since 1997, reaching US$ 115 billion in 2005.
The Asian context provides an interesting example on which to assess the status of infrastructure development. Struck by regional imbalances, such as the rising dominance of India and China, Asia is been confronted with increasing infrastructure needs. In response, the private sector is re-engaging in infrastructure development.

The Public Private Partnership (PPP) Forum in Vietnam discussed the challenges related to infrastructure development, with a special focus on Asia.
In this framework, the OECD has outlined its policy guidance for Governments and its set of tools for private sector actors, aimed at:
1. Design and manage PPP projects in infrastructure
2. Improve the institutional environment
3. Encourage responsible business conduct
