Review on "Clusters and Entrepreneurship"

The OECD LEED Programme released a report on "Clusters and Entrepreneurship: International Comparisons" in June 2007.  This study was carried out in collaboration with the French Ministry of SMEs and the DCASPL.

The aim of this review was to give policy recommendations on how to adapt and strengthen the policy framework in order to support cluster and entrepreneurship development.  Following the establishment of 66 clusters in France, the government developed a series of initiatives to promote competitiveness in their clusters and their regions.  However, the government faces new challenges ni the economic and policy fronts, and needs to be ready to overcome them and foresee future demands.

Based on the in-depth analysis of the Grenoble cluster and in perspective with 6 international clusters in Austria, Canada, England, New Zealand, Scandinavia and United States, the OECD report gives a set of policy responses to the government in the context of globalisation.

A steering group was set up to follow the development of this project.  It was composed by the national administrations responsible for cluster policies (DGE and DIACT), the national statistics institute (INSEE), the Caisse des dépôts et consignations, the National association of Chambers of Commerce (ACFCI) together with local and regional representatives, including the Préfecture de région, conseil régional, conseil général, and the management group of the Minalogic cluster in Grenoble.

This OECD Report was presented to the Minister of SMEs in June 2007.
