Challenges and Innovative Practices in
Fostering Diversity in the Public Service

As part of the programme of work of the Public Employment and Management Working Party, the OECD is conducting a project on diversity in the public service.
The project takes as its basic premise that workforce diversity contributes to make a stronger and fairer public service that better understands and meets people’s expectations. By improving the representation in government of the different social groups, diversity plays a part in maintaining core public values, increasing managerial efficiency, improving policy effectiveness, and raising the quality of public services.
However, to benefit from a diverse workforce OECD countries have to overcome a number of challenges: budgetary barriers, rigid human resource management frameworks, cultural and behavioral obstacles, and the fact that realising diversity is a long-term issue that needs to be sustained over time.
Experts from OECD countries gathered on 1 October 2009 at the OECD headquarters to discuss the challenges and the innovative practices in fostering diversity in the public service.
