Regional Capacity Building Seminar on the Review of Existing Legislation, Cairo, Egypt, 11 and 12 March 2009

 

Background information

A review of existing legislation contributes to the improvement of the investment climate and entrepreneurship by making it easier for economic actors to understand what is regulated and how. Regulatory certainty also improves transparency for citizens.

The Egyptian Regulatory Reform for Development Activity (ERRADA) is undertaking a comprehensive review of the existing legislation related to business in order to promote better regulation in Egypt. In this context, the OECD and Egypt co-organised a capacity building seminar to promote the integration of international good practices in defining comprehensive review strategies and improving existing legislation. The OECD partners for this meeting were the Ministry of State for Administrative Development (MSAD) and the Egyptian Regulatory Reform Activity (ERRADA).

This activity was a follow up to two regional capacity building seminars, also held in Cairo, on “Administrative Simplification: Overcoming Barriers to Implementation” and “Strategies, Tools and Capacities for Administrative Simplification” in 2007 and 2008, respectively.

Objectives

The main objective of this event was to discuss how to create and expand capacities in Egypt and to facilitate policy dialogue and the exchange of good practices among OECD and MENA[1] countries. Government officials from both national and sub national level, together with other stakeholders, met with international officials and experts to evaluate the benefits of systematically applying a whole-of-government approach to the review of the existing legislation. This seminar was especially relevant in the context of the work being undertaken by ERRADA, which involves a review of the existing legislation in Egypt, and is an experience which could provide inspiration to other countries.
