Country reports for the Anti-Corruption Network

The ACN carries out country examinations to assess the progress of participating countries in implementing recommendations endorsed under the Istanbul Anti-Corruption Action plan.

The first round of monitoring was conducted between 2004 and 2007. Examinations were based on answers by governments to the monitoring questionnaire, and involved on-site visits by experts from the ACN countries.

The monitoring reports cover three main areas:

  • national anti-corruption policy, institutions, and enforcement;
  • legislation and criminalisation of corruption,
  • transparency of the civil service.

The draft monitoring reports are presented, discussed, and endorsed during the ACN Monitoring and Steering Group meetings.

In September 2007, the ACN Steering Group decided to launch a second round of monitoring as allowed for in the Istanbul Anti-Corruption Action Plan. The draft procedure and questionnaire for the second round of monitoring were endorsed in June 2008 and will be published following final approval by the ACN Steering Group in August 2008.

Monitoring reports and country progress updates published to date are listed below.
